Police AI Tweaked and Rebalanced

Tired of ramming police vehicles accelerating like a jet faster then your sports car, creating accidents and wreckages in the process? This is the true fix to the problem.

Changes

Looking in the combattasks.ymt, I searched for this line of code.

WeightToRamFromPursue value="2.00000000"/
WeightToBlockFromPursue value="1.00000000"/
WeightToSpinOutFromPursue value="1.00000000"/
WeightToPullAlongsideFromPursue value="1.00000000"/

As you can see, the probability of ramming is much higher then the probability of actual PIT menuvers, this is now changed to this,

WeightToRamFromPursue value="0.00000000"/
WeightToBlockFromPursue value="2.00000000"/
WeightToSpinOutFromPursue value="3.00000000"/
WeightToPullAlongsideFromPursue value="2.00000000"/

This causes a drastic behaviour effect as follows,
- Police no longer mindlessly rams your vehicle during a pursuit.
- Police now attempt to block your vehicle in front to slow you down.
- Police now attempt to spin out your vehicle.
- Police now attempt to pull alongside your vehicle in an attempt to box you in.

Note
- Police may accidentally ram you attempting PIT maneuvers
- Police may not use pit maneuvers and only follow you during high speed chases except for spawned police in front of the player whom will try to block your path.

Installation
- Place the file in the winRAR archive into the following location using openIV,
"\Grand Theft Auto V\mods\update\update.rpf\x64\data\tune"
