Hi, I am VoxR of ArmyRust aka Ichibu of SkyrimNexus.

This is my GTA series of mods Vanilla+, created with the aim of maximising the potential of the existing game files rather than adding any new functionality with scripts as well as trying to be one of the more underpowered overhauls. I don't believe the original game needed very much to become perfect, so the changes aren't huge. All changes are enhancements according to my personal perspective of reality, but only within reason i.e. there are more of this and more of that, but always proportional to the original values as to not lose the creative feeling of the vanilla game.

This one is for the gameplay aspects. Included files are dispatch, AI behaviour, loadouts, relationships and population groups.

This mod has 2 versions, one with realistic police and one without changing police at all.
Normal version is based on Crime and Police Rebalance Enhancement 1.4 mod ( https://www.gta5-mods.com/misc/rebalanced-authority ) you will need to install that mod first before installing mine.
Without Police version requires no other mods and will not change the way police operate in your game aside from maybe slight weapon changes. You should use this version if you have a different police/stealth mod.

FEATURES
not including those of CPRE
- Police no longer appear in front of you when wanted
- Police take time to arrive at a reported crime scene
- Police take time to dispatch when chasing a suspect
- You can now evade wanted state realistically - by actually getting away from them and hiding in a car park, warehouse or down an alley with much lower chance to be magically located
- You can now commit basic crimes and get away without even seeing police if you are fast! Someone disrespected Trevor? He can now blow their brains out and drive away and only possibly be apprehended later, as in reality.
- More discrete gang members added, not all gang members are colour coded anymore so it's not always obvious what's happening or who is fighting who.
- Gangs now have a complex and realistic web of feelings towards each other. Some will KOS others, some will join a fight but not start one, some gangs have alliances. Hillbillys hate all foreign gangs most. Chinese hate everyone. Most gang members dislike non-gang men.
- Realistic occurence of fighting - you should never find any area which is a constant warzone like in other gang and relationship mods. Gang fights will break out randomly, there are hotspots, but nowhere is 24/7 gunfire.
- Realistic scale of fighting - much of the time, people will just box with each other. Quite frequently, someone will pull out a melee weapon. Occasionally, someone has enough, pulls out a gun and starts firing. Less occasionally still, a gunfight breaks out. Gang members now shoot more often and spray automatic weapons longer.
- Gangs now have a complex, realistic and highly varied loot table governing which weapons they will have. Hillbilly are more likely to carry tools, shotguns and revolvers. Mexican and black gangs favour machetes, pistols, uzis and sometimes AKs. Chinese have better quality weapons in general.
- All people now have a chance to have some kind of weapon, most likely basic ones like broken bottle, switchblade or pipe wrench, if anything. But anyone could be carrying a gun!
- Unarmed now does less damage so people can fight for longer.
- Certain melee weapons damage and force tweaked for realism.

NOTE: This mod contains a weapons.meta , if you have your own weapons mod you can choose not to use my version, it only affects the last 2 features on the above list.

Lastly, if anyone knows how where the files are which govern what peds do when encountering peds they hate while driving, let me know so I can maybe make them driveby more instead of getting out of their cars.
That's the only known bug/crap part, it doesn't look quite right when 2 guys stop their cars to get out and run at each other, it looks okay if you turn up after that though.
